This is shopping in Africa. If you are in a vehicle you just drive down the street and hope the people move - kind of like driving through a herd of cows - haha!!
Yes - that is garbage on the side of the road. 
If you have something to sell - you just bring it out in your wheelbarrow and set up on the side of the road.
